Government & Monetization Liaison Manager (Dhaka)

Job Context
    He/she will be responsible for coordinating all procedural requirements with the Government of Bangladesh including the monetization component. The incumbent will be responsible for getting all the jobs done with the Government of Bangladesh as needed for smooth implementation of Nobo Jatra program funded by USAID/Bangladesh. S/he will assist the Chief of Party for planning, developing strategy to getting optimum level of cooperation and support from the relevant Govt. department / Ministry and maintaining effective liaison with them to get the work done on time for successful and smooth implementation of the Program. He/she will report directly to Chief of Party.
Job Description / Responsibility
  • To obtain approval of call forward for the commodity (Bulk Soft White Wheat) for Monetization from Ministry of
  • Food and Ministry of Disaster Management and Relief (MoDMR).
  • Endorsement of Shipping Documents for Monetization from MoDMR
  • Facilitate timely deposition of Sales Proceeds / Wheat Monetization amount into WVI’s Account from Bangladesh
  • Bank.
  • Ensure that the sales proceeds documents reach on time to the Bangladesh Bank from the Chief Accounts Officer of Food & Controller General of Accounts via the Ministry of Finance -Director General of Food -and finally through the Ministry of Food and Ministry of Disaster Management & Relief.
  • Obtain exemption certificate from Customs, Duty VAT and AIT through the Ministry of Food, and Ministry of
  • Disaster Management & Relief (MoDMR) for the commodity for direct distribution.
  • Deal with all the legal issues with the relevant govt. Ministry / department and or Board through the lead Ministry such as Leasing Ware Houses from MoF, DG Food, reimbursement of CDVAT of NJ Vehicles and Motor Cycles and other items as appropriate.
  • Liaison with Accountant General’s office to receive money within the stipulated time frame;
  • Make annual call forward based on budget requirement and send it to WVUS on time;
  • Receive all documents upon shipment of wheat (freight letter, receipts etc.);
  • Comply customs issues at the sea port;
  • Prepare document for government (to handover wheat to govt. offices);
  • Maintain coordination and liaison with the logistic company who are assigned to unload the wheat at sea port;
  • Arrange survey of bulk wheat (weight of wheat after unload at sea port);
  • Delivery of all papers to government;
  • Official handover of wheat to government.

Educational Requirements
  • Essential: Graduate degree in commerce, preferably in Business Administration.
  • Preferred: MBA in Finance.

  • At least 3 year(s)

  • Proficient in USG Regulations on AID Commodities and GOB Policies
  • Proven management skills
  • Fair knowledge on grants regulations and GoB laws with monetization affairs
  • Effective analytical skills
  • Strong organizational understanding on NGO context
  • Proven experience as a team player
  • Competent in the use of Microsoft Office programs
  • At least 3 years of experience in the related field
  • Must have experience in managing USG PL-480 Title-II Commodities
  • Experience on monetizing commodities (food grain) to GOB and recovery of sales proceeds within the timeframe as per the Agreement with GOB, (experience in private monetization will be an added value)
  • Hands on experience on Commodity (food grain) Imports, well acquainted of GOB Import Rules & Regulations, INCOTERMS, Tax, Vat etc. Import Tariff, prevailing Trading Trends, Port Operations, Ocean Survey, Quality Testing etc.
  • Experience with USAID funded projects
  • 30% travel is expected
